Understanding the Global LCD Supply Chain and Tariffs

In today’s interconnected world, the production of LCDs involves a complex global supply chain. While we understand concerns about tariff increases, it’s important to note that most manufacturers are similarly reliant on key production hubs, such as China. This means that tariff changes typically affect the industry as a whole.

October 15, 2025:

  • Update: As of today, the U.S.–China reciprocal tariff framework remains under a temporary truce, extended until November 10, 2025, with the baseline reciprocal tariff on Chinese goods maintained at 10%.
    However, recent statements from the U.S. administration include proposals to add an extra 100% tariff on Chinese imports effective November 1, 2025, which would be layered atop existing tariffs if enacted.
    At present, the following tariffs remain in effect:
     – The reciprocal tariff baseline of 10%
     – The fentanyl related tariff, 20%
     – The remaining Section 301 tariffs, 25%
    Because these layers stack, the current total effective tariff on many Chinese goods is ~55% (10% + 20% + 25%).
  • China Tariff Rate (as of October 15, 2025):
    • Reciprocal baseline tariff: 10%
    • Fentanyl related tariff: 20%
    • Section 301 tariff: 25%
  • Effective Date:  May 12, 2025 (90-day reciprocal tariff reduction began)
    • Extended under current agreement through November 10, 2025

 

 

June 10th, 2025:

  • Update:  On June 10th, 2025, the U.S. Court of Appeals for the Federal Circuit ordered that the IEEPA tariffs will remain in effect until the validity of the tariffs is confirmed.  The next step is for oral arguments which are scheduled to take place on July 31st, 2025.    
  • Tariff Rates Remain Unchanged

 

 

May 30th, 2025:

  • Update:  On May 28, 2025, the U.S. Court of International Trade invalidated the fentanyl and reciprocal tariffs. The U.S. Government appealed the ruling, and on May 29, the U.S. Court of Appeals for the Federal Circuit granted a temporary stay, allowing the tariffs to remain in effect during the appeal process. A ruling from the appeals court is expected after June 9, 2025, following the completion of the briefing schedule.
  • Tariff Rates Remain Unchanged

 

 

May 12th, 2025:

  • Update:  On May 12, 2025, The United States and Chinese governments announced a 90-day reduction in the reciprocal tariff rates.  The USA will lower the reciprocal tariff rate to 10% from 125%.  The 20% tariffs related to fentanyl and the 25% section 301 tariffs will both remain in effect as well.  Making the total tariff for most goods on China 55%.   The exemptions on reciprocal tariffs that were put in place in March will remain in effect.  These exemptions include LCD products and the rate for those will continue to be 45%.
  • China Tariff Rate:
    • Reciprocal baseline tariff 10% for most goods*
    • Fentanyl related tariff 20%
    • Section 301 tariff 25%
  • Effective Date: May 12th, 2025

 

*Note:  Most Focus LCDs products are exempt from the reciprocal tariff rate and are only subject to the fentanyl and section 301 tariffs.

 

 

April 13th, 2025:

  • Update:  On April 13th, 2025, President Trump announced exemptions of the reciprocal tariffs on many different goods being imported from China, primarily focused on semiconductors and related electronics.  Included in these exemptions are LCD and OLED modules. 

The government has announced that these exemptions are only temporary and new tariffs will be applied to these items in the coming months.

  • Tariff Rate:
    • China:                45% for exempt items
      • 170% for non-exempt items
    • Other countries:          10%
  • Effective Date:   Retroactive to April 5th, 2025

    • 847330 — Parts and accessories for computers
    • 8486 — Machines and apparatus for semiconductor manufacture
    • 85171300 — Smartphones

    • 85235100 — Solid-state non-volatile storage devices (SSDs)
    • 8524 — Flat-panel display modules for monitors and mobile devices
    • 85285200 — Flat-panel displays designed for computer integration
    • 85411000 — Diodes (other than photosensitive or light-emitting diodes)
    • 85412100 — Transistors (other than photosensitive), with a dissipation rate not exceeding 1 W
    • 85412900 — Other transistors
    • 85413000 — Thyristors, diacs, and triacs
    • 85414910 — Mounted chips, dice, and wafers

April 2nd, 2025:

  • Update:  On April 2nd, 2025, President Trump announced reciprocal tariffs of up to 50% on numerous countries that will go into effect on April 9th, 2025. In addition to these, a universal tariff of 10% was also announced and will go into effect on April 5th, 2025, on all countries. Any countries with a reciprocal tariffs will only be subject to the universal tariff on April 5th – April 8th.  On April 9th, the reciprocal rate will replace the 10% universal rate for these countries.

March 3rd, 2025:

  • Update:  On March 3, 2025, President Trump announced an increase in tariffs on Chinese imports from 10% to 20%, effective March 4, 2025.
  • Tariff Rate:
    • China:                 45% total
      • 20% increase 2025 + 25% existing
    • Mexico:              25%
    • Canada:            25%
  • Effective Date:  March 4th, 2025

 

 

 

February 1st, 2025:

  • Update:  On February 1st, 2025, President Trump signed an executive order imposing a new 10% tariff on all Chinese imports and 25% on all Mexico and Canada imports.
  • Tariff Rate:
    • China:                 35% total
      • 10% increase 2025 + 25% existing
    • Mexico:              25%*
    • Canada:            25%*

* The tariffs on Mexico and Canada were paused for 1 month on February 3rd, 2025.
